Stefani Weiss is Senior Expert for EU Governance, Foreign and Security Policy in the Bertelsmann Stiftung’s ‘Future of Europe’ programme and currently in charge of the project “Sovereign Europe: Strategic Management of Global Interdependence”. She is partly based in Brussels.

Her previous research dealt with the introduction of whole-of-government approaches in external crisis and conflict management of the EU and its member states  as a means to provide for better policy outcomes that could strengthen the EU as an actor on the global foreign policy stage. Together with the Vienna Institute for International Economic Studies (wiiw) she completed the report, that puts forward fresh insights on how to overcome the fundamental barriers to economic development, political normalisation and eventually EU accession for the Western Balkan countries.

In the field of governance research, Stefani has published exploratory studies on the calculation of the European added value (Gütersloh 2013) and the optimal distribution of competences between the EU and its member states (Gütersloh 2017).

Before joining the Stiftung, Stefani served as director of research on European law and policy at the Gustav Stresemann Institute in Bonn (Germany), assistant to the president of Atlantik-Brücke e.V., Berlin, and lecturer/project manager in the Department of Political Science at the University of Bonn. She holds an MA in Political Science, Sociology, and International and Public Law from the University of Bonn.
